Our Coordinators report that things are slowly improving for children with special health care needs in West Virginia. For example, because children receiving SSI are excluded from mandatory enrollment in Medicaid managed care, they receive their care through fee-for-service, which seems to work better. However, families in rural regions can seldom reach a specialist and there is a constant battle between health and education about school-based services like OT and PT. Coordinators would like to see more family representation as Medicaid develops its policies. The Olmstead Supreme Court decision means that Medicaid Waivers will be expanded. Title V/CSHCN has supported care notebooks for families and hired parent advocates around the state.
